Consultoría y Servicios de Valoración (CSV) was founded at the end of 2002 in the city of Cochabamba, following an internal reorganisation, under the leadership of Ernesto Ibáñez MRICS, with the aim of meeting our clients’ requirements and providing recognised expert valuers to the Judiciary. Throughout our history we have stood out for a constant commitment to improvement and to meeting our clients’ demands.
From November 2002 to date, CSV has carried out more than 46,000 valuations, representing more than USD 3,775 million in valued assets. We have expanded our operations to Bolivia’s main cities: Santa Cruz (since February 2015), Sucre (since October 2017), La Paz (since 2020), Potosí (since 2021) and Oruro (since 2024).
RICS Regulation
In October 2019 the firm achieved international recognition when it was admitted as a firm regulated by RICS (Royal Institution of Chartered Surveyors), a British institution founded in 1868 whose purpose is to require valuations to be carried out in accordance with the strictest professional standards worldwide.
RICS Award 2023 — Valuation Category
In 2023 CSV received the RICS award in the Valuation category, accompanied by the following citation:

ISO 17024 accredited valuers
CSV’s valuers hold international ISO 17024 accreditation, which demonstrates their competence in valuing real estate, machinery, furniture, equipment and vehicles.
ISO/IEC 25012 data quality
In 2023 CSV undertook a review and optimisation of its market data management procedures, aligning its practices with ISO/IEC 25012, the global reference standard for data quality. The work covered accuracy, completeness, consistency, credibility, currency, accessibility, confidentiality, traceability and recoverability. As a result, CSV obtained ISO/IEC 25012 certification, which validates the quality of the data used in its valuations.
Commitment to professional education — UPAV
Since December 2023 CSV has been a sponsor of the Pan American Union of Valuation Associations (UPAV), supporting the creation and dissemination of advanced training programmes, seminars, workshops and conferences, and the exchange of knowledge among professionals from different countries.
In 2025, the four papers presented by CSV professionals were selected for official presentation at the XXXIX UPAV Congress — Ecuador 2025, helping Bolivia become the country with the second-highest number of papers presented:
- “Valuation as an instrument of negotiation between the tangible and the intangible: building a tempered distance — the case of Palacio Pereira in Santiago de Chile”.
- “Integrating BIM technology into valuation processes”.
- “A digital regulatory support platform for urban valuers”.
- “Design of an AVM valuation system for vehicles in Bolivia”.
In 2026, the three papers from Bolivia officially selected for the UPAV Madrid 2026 Congress (7–8 October, organised by ATASA; 36 papers selected in total) are all by CSV professionals:
- “AI, urban development potential and highest and best use” — María del Carmen Melgarejo Jiménez, architect (Module 2, Room B).
- “Comparative vehicle depreciation in South America” — Jorge Daniel Meneses Durán and Ernesto Ibáñez, engineers (Module 2, Room C).
- “The social premium of heritage: Casa de Moneda de Potosí” — Ernesto Ibáñez, engineer (Module 4, Room B).
